The Institut d'Émission des Départements d'Outre-Mer was established in 1959 specifically to handle currency for France's remaining overseas departments — Guadeloupe, Martinique, French Guiana, and Réunion — after the Banque de France withdrew from direct note issuance in those territories. These notes circulated at parity with the metropolitan franc, a deliberate policy choice that distinguished the DOM from franc zone territories, which operated under separate monetary arrangements with their own central banks and exchange rates.

P#8 belongs to the earliest series issued under the IEDOM name. The Banque de France produced the notes in Paris under its own security printing division, which accounts for the consistent technical quality across the series.
