This is a novelty issue from the wave of Congo Democratic Republic commemoratives produced in the early 2000s — pieces contracted through European trading houses and aimed squarely at thematic collectors, not circulation. The Isotta Fraschini Tipo 8A was an Italian luxury automobile introduced in 1919, briefly the most expensive production car in the world and favored by Hollywood royalty and European aristocracy before the firm's collapse during the Depression. Congo has no historical connection to the marque whatsoever.

The "10 Francs 1927" in the title references the car's production period, not a monetary denomination with any economic function.
