Rumillies is a village of a few hundred people, part of the commune of Tournai. That a local administration there felt compelled to issue its own paper money in 1914 reflects how completely the German occupation disrupted Belgian financial infrastructure — banks were shuttered or stripped of reserves, and small communities were left to improvise with whatever printing resources remained accessible.

The Lithographie & Cartonnage de Tournai managed to keep operating under occupation, producing emergency scrip for multiple Hainaut communes during this period. Tournai itself had been shelled and partially burned in August 1914.
