The 1996 dual-denomination series pairing French francs with nascent euro values was a calculated political exercise — France was preparing its public for monetary union while the euro remained two years from physical existence. The 1½ Euro face value carried no legal tender standing anywhere; it was a promotional fiction dressed as currency, issued by the Monnaie de Paris to normalize the incoming denomination in the popular imagination.
Rodin's estate and the Musée Rodin retain tight control over commercial use of the sculpture. The Monnaie de Paris secured rights through formal arrangement, making this a licensed issue rather than public domain use.
