In 1975–1976, Iraq undertook a recoinage study examining whether to shift its subsidiary circulation from the existing scallop-edged 10 fils to a plain round flan. The round format was ultimately rejected, and the scalloped design already in production since 1967 was retained. Pattern survivors like this nickel strike represent internal Mint and Central Bank evaluation pieces — almost certainly produced in very small numbers and never submitted for public circulation approval.
