Leibicz — today Ľubica in Slovakia — was a small Szepes County market town that, like hundreds of Hungarian municipalities, began issuing its own small-change emergency notes in 1917 when wartime metal shortages stripped coinage from everyday commerce. These Szükségpénz ("necessity money") notes were authorized locally and stamped by the issuing mayor's office rather than printed by any central authority, which accounts for the wide variation in paper quality and impression consistency across the series.
Ambrus catalog coverage of this Szepes region material remains the primary reference, as wartime municipal issues were never systematically collected by the Hungarian National Bank.
