Zagreb's City Treasury issued emergency fractional notes in 1919 to address a severe shortage of small change that plagued the newly proclaimed Kingdom of Serbs, Croats and Slovenes in its first chaotic months. Central monetary authority was still being assembled, and municipalities across the former Austro-Hungarian territories filled the gap themselves. Zagreb was among the more organized issuers — the Gradska Blagajna operated with at least nominal administrative structure, unlike some purely ad hoc local efforts.
These notgeld-style pieces circulated alongside Habsburg-era coinage still in use, and their redemption was never guaranteed once the National Bank of the Kingdom established proper fractional currency.
