Anhwei's provincial mint was among the earlier adopters of machine-struck silver in China, established in the early 1890s under reformist pressure to modernize currency production and undercut the flood of foreign trade dollars circulating in interior markets. The Y#42.4 variety is distinguished by its six-character reverse inscription rather than the four-character version, a distinction that reflects ongoing administrative debate within the province over how to render issuing authority in the coin's legend.

Provincial silver of this period survives unevenly — much was reminted during subsequent monetary consolidations under the Qing central government's standardization efforts after 1905.
