Banca di Paperopoli is the fictional bank of Paperopoli — the Italian name for Duckburg — and this note is a licensed novelty item from the Scrooge McDuck universe, almost certainly produced in connection with Italian Disney publishing in the late 1990s. The denomination "Fantastiliardi" is an untranslatable Italian coinage built on "fantastiliardo," a comically inflated number invented for the McDuck canon to convey wealth beyond rational reckoning.
The watermark on a novelty piece of this kind is an unusual production choice — most comparable Disney-licensed currency ephemera from this period skipped security features entirely.
