Spain's inclusion in the Athens 2004 commemorative program was hardly automatic — the Royal Mint produced this issue as part of a coordinated European series, several member states releasing silver pieces tied to the Games despite having no athletes favored for the marquee events. The .925 fineness was a deliberate step down from the .999 used in earlier Spanish commemoratives, keeping production costs contained for what was expected to be a high-mintage run.
