Issued two years before the Games themselves, this coin is part of the Monnaie de Paris's multi-year Olympic program that began releasing Paris 2024 commemoratives as early as 2021 — a phased commercial strategy the mint has used since the London 2012 cycle. Track cycling returns to the Vélodrome National in Saint-Quentin-en-Yvelines, the same venue built for the 1998 World Championships and used continuously for French national competition since.
