Bankarium is the banking museum operated by Nova Ljubljanska Banka in Ljubljana, and this 10 Euro piece is a souvenir issued for visitors — not legal tender, not a fantasy note in any politically contentious sense, but a deliberately educational object produced to illustrate what a banknote is and how it works. Slovenia adopted the euro in January 2007, making it the first former Yugoslav republic to do so, and the Bankarium's souvenir notes exist partly in that celebratory context.
Collectors should be clear-eyed: this has no monetary function and no secondary market depth to speak of.
