Italy did not qualify for the 2018 FIFA World Cup in Russia — their first absence from the tournament since 1958 — making this commemorative issue an awkward artifact: the Italian state mint producing a coin to celebrate a competition its own national team failed to reach. The qualification loss to Sweden in November 2017 was a national embarrassment, and this coin went on sale while that wound was still fresh.
