Greece issued this piece ahead of the 1996 Atlanta Games carrying particular political weight: Athens had fully expected to host the centennial Olympics, and the IOC's 1990 decision to award the games to Atlanta instead caused genuine outrage in Greece. The country had submitted its bid on the grounds that it was the birthplace of the ancient Games and that 1996 marked exactly one hundred years since the first modern Olympiad, held in Athens in 1896. Atlanta won anyway, largely on the strength of corporate sponsorship infrastructure.
The X# prefix in the reference signals this is cataloged as a non-circulating fantasy or promotional issue rather than a standard state coinage.
