Obverse description Against a deeply mirrored proof field, the central device features a bold stylized numeral '21' rendered in a dynamic, graphic design — the '2' formed by sweeping concentric curved lines and the '1' by parallel diagonal strokes — evoking the commemorative theme of 200 years since the Greek Revolution. The legend '200 ΧΡΟΝΙΑ ΜΕΤΑ ΤΗΝ ΕΠΑΝΑΣΤΑΣΗ' (200 Years since the Revolution) arcs around the upper periphery, while 'ΕΛΛΗΝΙΚΗ ΔΗΜΟΚΡΑΤΙΑ' (Hellenic Republic) appears in a secondary arc within the field. The Greek state coat of arms — a quartered cross on a shield within an olive wreath — is placed at the lower center, flanked by two raised dots. The denomination '10 EΥΡΩ' is inscribed along the lower rim, completing the design.

Reverse description The central medallion presents a finely engraved bare-shouldered bust of a male figure facing slightly left, set against a background of stylized wavy lines evoking the Ionian Sea, upon which are superimposed the outline maps of the seven Ionian Islands. The inscription 'ΕΠΤΑΝΗΣΑ' (Ionian Islands) appears to the left of the portrait within the inner circle. The broad border field is adorned with two symmetrical olive branches extending from the lower center upward along each side, their leaves rendered in high relief against the mirror-polished ground. The date '1864' is inscribed at the top of the border and '2021' at the bottom, commemorating the 1864 union of the Ionian Islands with Greece and the 200th anniversary of the Greek Revolution.
