Malta's film industry traces its commercial origins to the early 1920s, but it was the deep natural harbors and Moorish architecture around Valletta and the Three Cities that drew major international productions from the 1950s onward — most famously the 1978 *Popeye* village set at Anchor Bay, which still stands. The island's Mediterranean light and relatively low production costs made it a practical stand-in for locations across the ancient world.
The Maltese government formalized its film commission infrastructure in the 1990s, introducing tax incentives that attracted productions including *Gladiator* and *Troy*.
