Britain held the rotating presidency of the European Council for the second half of 1992 — a tenure that coincided almost exactly with Black Wednesday, when the pound sterling was forced out of the European Exchange Rate Mechanism on 16 September after speculative pressure made the fixed rate untenable. The irony of a British ECU commemorative tied to that particular presidency is considerable. The UK never adopted the ECU as a transactional currency, and these pieces circulated nowhere.
