Beschrijving voorzijde The Arms of Singapore occupy the central field, featuring a shield charged with a crescent moon and five five-pointed stars, supported on the dexter by a lion and on the sinister by a tiger, both rampant, atop a compartment with a scroll bearing the national motto MAJULAH SINGAPURA in Latin script. The date 1990 appears in the lower field beneath the arms. The country name is rendered in four scripts arching around the periphery: SINGAPURA at the top in Latin, 新加坡 in Chinese characters to the upper right, சிங்கப்பூர் in Tamil script to the left, and SINGAPORE along the lower border in Latin.

Singapore's lunar new year commemorative series began in 1981 with the Year of the Rooster, issued by the Board of Commissioners of Currency — the body that managed the city-state's currency from 1967 until the Monetary Authority of Singapore absorbed its functions in 2002. The 1990 Horse issue falls mid-series, by which point the coins had become established collectibles both domestically and across the Chinese diaspora.

Copper-nickel strikes like this one were the circulation-tier option; a silver proof version was issued simultaneously for the collector market.
