Liberia's early 2000s commemorative output was prolific to the point of controversy — the government licensed foreign distributors, primarily in Europe, to produce coins in its name with little central oversight. Most pieces from this program, including wildlife-themed issues like this one, were sold directly to collectors through mail-order catalogs and never circulated in Liberia at all.
Silver-plated copper rather than actual silver keeps production costs low enough to sustain that business model.
