Nauru's numismatic program in the early 2000s was essentially a commercial licensing operation — the island nation, then in the midst of a severe fiscal collapse following the near-total exhaustion of its phosphate reserves, generated foreign currency through coin issuing agreements with external distributors. This piece had no domestic circulation function whatsoever.
