The 1923 $10 United States Note belongs to the last series of large-format currency issued before the Treasury reduced note dimensions in 1929. United States Notes — red-seal obligations of the Treasury rather than Federal Reserve liabilities — had coexisted awkwardly with other currency types for decades, and by 1923 the series was already being wound down in practical terms. Congress had capped the total United States Note circulation at $346,681,016 since 1878, a fixed ceiling that remained legally in place well into the twentieth century.
Frank White served as Treasurer from 1921 to 1928; H.V. Tate as Register. The pairing is specific to a narrow window of large-size production.
