Somalia's 1990s wildlife coinage was produced entirely for the collector export market — the country had no functioning central government for most of the decade following the 1991 collapse of the Siad Barre regime. These pieces were authorized and contracted through external minting agencies, with Somalia's nominal issuing authority largely a legal formality.
