Liberia's early 1990s commemorative silver program was a deliberate revenue operation — the coins were designed for foreign collector markets, not domestic circulation, and were struck in quantities calibrated to numismatic demand rather than any monetary need. Churchill is among the most heavily commemorated figures in this genre, appearing on issues from dozens of nations with no historical connection to him whatsoever.
