Liberia's early 2000s commemorative program was prolific to the point of notoriety — the country licensed its mint authority to a handful of European distributors, primarily in Germany and Austria, who designed, produced, and marketed these issues with minimal involvement from Monrovia. The Siberian Tiger piece belongs to that wave, manufactured for the collector market rather than any domestic monetary purpose.

Liberia was simultaneously navigating the final years of Charles Taylor's regime and the Second Liberian Civil War when this coin was struck.
