Singapore's early commemorative program was built partly on the infrastructure of the Franklin Mint, which produced several of the republic's collector issues during the 1970s. This piece dates from just nine years after independence, when the Monetary Authority — itself only established in 1971 — was still assembling the institutional machinery of a sovereign currency system. The .500 fine silver specification was a deliberate cost compromise, keeping silver content accessible for set sales without committing to the higher fineness used in Singapore's own bullion-oriented issues.

KM#9.2a distinguishes this from the .999 silver proof variant struck in smaller numbers for the same release year.
