The "Rum Runner" title references the network of illicit liquor traders who operated through the Eastern Caribbean during U.S. Prohibition — boats moving barrels of rum from islands like Barbados and Trinidad northward to American buyers willing to pay a premium for what Congress had made illegal. The Eastern Caribbean states had no prohibition of their own, which made the trade entirely legal on the supply side.

KM#19.1 places this within a small commemorative bullion program from the ECCB, whose eight member territories share a common currency but rarely issue gold.
