Liberia's commemorative coinage program around the turn of the millennium was essentially a revenue operation — the Central Bank licensed designs to foreign minting agencies, primarily in the UK and Germany, producing coins with no realistic circulation expectation and minimal connection to Liberian monetary policy. Most never left Europe. KM# 406 is part of that wave, a wildlife-themed issue aimed squarely at the thematic collector market rather than any domestic purpose.
