Sierra Leone has issued commemorative coinage under its own name for decades, but the actual production and licensing of pieces like this one runs entirely through the private market — Pobjoy Mint and similar contractors have long fulfilled these contracts, with Sierra Leone's issuing authority serving largely as a legal vehicle for international collector sales rather than domestic circulation. This coin never saw a single transaction in Freetown.
Diana, Princess of Wales died in Paris in August 1997, triggering an international commemorative coin market that has shown no signs of exhausting itself twenty-five years on.
