The Bank of the South Pacific States is not a recognized central bank or monetary authority — it has no connection to any sovereign Pacific island government. Notes issued under this name are fantasy or novelty pieces, produced for the collector market rather than for circulation. "Maui" as a denomination designation has no basis in any real monetary system.

Franck Medina is a French designer known for producing elaborately rendered fantasy currency. The polymer substrate lends a superficial plausibility to the piece, but BOPP polymer banknote production requires industrial facilities — De La Rue, CCL Secure, or similar — and it is not always clear which facility, if any, handled these runs commercially.
