Namibia's coastal waters — the Benguela Current system running along the Atlantic shore — support one of the most productive marine ecosystems in the Southern Hemisphere, and the government leaned heavily on that identity when launching conservation-themed commemoratives in the 1990s. The Marine Life Protection series was part of a broader wave of wildlife coins targeting the international collector market, a revenue strategy Namibia pursued aggressively following independence from South African administration in 1990.

The KM#13 issue was struck for export rather than domestic circulation; few examples ever reached Namibian hands.
