Liberia's early 2000s commemorative program was prolific to the point of cynicism — the country produced dozens of silver issues honoring foreign figures who had no historical connection to Liberia whatsoever, marketed almost exclusively to the international collector trade rather than domestic circulation. Gandhi is among the more recognizable names in that catalog, which also included Winston Churchill, the British royal family, and various American presidents.

None of these coins were intended to circulate. Liberia's legal tender framework allowed the government to license coin production to private minting firms, primarily in Germany and China, as a revenue mechanism during a period of severe economic and political instability under the Taylor regime.
