Liberia's early 2000s wildlife series was prolific to the point of embarrassment — the Central Bank issued hundreds of collector pieces in this period, most struck by foreign private mints with negligible connection to actual Liberian monetary policy. These were sold almost exclusively to the international collector market, never circulating domestically.
Silver-plated copper at 32g is the giveaway: the economics were aimed at catalog buyers, not coin collectors with serious holdings.
