Liberia's output of commemorative silver dollars in the 1990s was largely driven by overseas licensing arrangements, with designs conceived and marketed by private trading companies rather than by the Liberian government itself. The Philippines liberation theme was one of dozens of World War II subjects issued under this model, targeting American collector markets with subject matter that had no particular connection to the issuing nation.
The coins were legal tender in name only. Liberia's actual circulating coinage during this period was in chronic short supply due to political instability and the devastation of the First Liberian Civil War.
