Liberia's early 2000s collector issues were produced almost entirely for the international novelty market, with no meaningful domestic circulation intended. The wildlife-themed dollar series from this period was struck by private mints in China and Europe under licensing arrangements with the Liberian government, which used coin programs as a modest foreign revenue source during a period of severe economic and political instability — Charles Taylor's regime was under UN sanctions by 2001.
