Belize had only gained independence from Britain in 1981, and the numismatic program was one of several mechanisms the young Central Bank used to build foreign exchange reserves without relying solely on trade.

The laughing falcon — known locally for its distinctive snake-hunting behavior — is native to the lowland forests of Belize, which at the time faced significant deforestation pressure.
