The Marshall Islands began issuing collector-oriented coinage in the late 1980s following the Compact of Free Association with the United States, which granted the republic self-governance in 1986 while leaving defense responsibilities with Washington. With no domestic mint and a US dollar-pegged economy, these issues were produced purely for the numismatic market — they saw no meaningful circulation.
KM#138 is one of dozens of brass commemoratives the RMI authorized through third-party minting arrangements during the early 1990s, a period when the islands were generating revenue through aggressive licensing of their issuing authority.
