Julia Grant entered the bullion coin series as part of the First Spouse Gold program, which obligated the Mint to issue a coin for every president — creating an awkward design problem when it reached Grover Cleveland's two non-consecutive terms. The program was authorized under the Presidential $1 Coin Act of 2005, and production runs were notoriously small compared to mainstream bullion issues, with many First Spouse coins selling below their initial mintage authorization.
The 2011 issues sold particularly slowly, leaving the Mint to close sales on several pieces well before anticipated demand materialized.
