Liberia's early 1990s commemorative program was essentially a licensing operation — the government authorized foreign minting houses, primarily in Europe, to produce collector coins under Liberian authority with little domestic involvement beyond the legal arrangement. The Berger issue is one of dozens from this period targeting the motorsport collector market, struck the same year the Austrian driver finished fifth in the Formula One championship driving for Benetton.
