Liberia's early 2000s collector series in copper-nickel were produced almost entirely for the international souvenir market, bearing no practical relationship to Liberian domestic currency use. The country was in the final stages of the Second Liberian Civil War in 2003, with Charles Taylor's government collapsing that August — coins like this were being struck for overseas buyers while the capital Monrovia was under siege.
