Obverse description The national coat of arms of the Republic of Liberia occupies the central field, featuring a shield bearing a sailing ship at sea with a palm tree and rising sun, above which a dove in flight is depicted. The shield is supported by a decorative mantling and surmounted by a scroll inscribed with the national motto THE LOVE OF LIBERTY BROUGHT US HERE. A further scroll at the base of the arms bears the legend REPUBLIC OF LIBERIA. The outer legend REPUBLIC OF LIBERIA arcs along the upper periphery, with the date 2004 divided across the lower field on either side of the arms. A beaded border runs along the inner edge of the rim.

Liberia's early 2000s commemorative program produced dozens of portrait coins honoring foreign heads of state, a revenue strategy targeting the collector novelty market rather than domestic circulation. These issues were struck in bulk by contracted European mints and exported almost entirely to Western hobby dealers.

Bush's 2004 re-election year made him a natural subject for such issues. None ever circulated in Liberia.
