Liberia's commemorative program in the early 2000s was prolific to the point of controversy — the Central Bank issued dozens of silver pieces annually, most destined entirely for the collector market with no meaningful domestic circulation. These coins were effectively a foreign-exchange revenue mechanism, marketed almost exclusively through European and American distributors.

KM#514 targets the 2006 FIFA World Cup hosted by Germany, announced in July 2000 after a vote that narrowly defeated South Africa's bid — a result later entangled in allegations of vote-buying that surfaced publicly years afterward.
