Nauru issued this coin to mark the first year of euro circulation, an odd choice for a Pacific microstate with no connection to European monetary union. The island had by 2003 entered a period of acute financial crisis — its phosphate reserves were effectively exhausted, its offshore banking sector had been blacklisted by the FATF, and government revenue had collapsed. Commemorative silver issues for the collector market were among the few revenue streams left available to the administration.
