Cook Islands issued a wave of silver commemoratives through the early 1990s under licensing arrangements that had little to do with the islands themselves — the World Cup '94 series among them. The 1994 FIFA World Cup, held in the United States, was the first to use a 24-team format and drew the highest aggregate attendance of any World Cup to date, records that still hold.
