| Obverse description | Right-facing crowned effigy of Queen Elizabeth II, engraved by Raphael David Maklouf, wearing the George IV State Diadem with pearl drop earrings and a necklace. The legend 'ELIZABETH II' arcs along the upper left periphery and 'COOK ISLANDS' along the upper right, with the date '1992' prominently displayed in the lower field. The engraver's initials 'RDM' appear discreetly below the truncation of the bust. The portrait is rendered in high relief against a deeply mirrored proof field. |

Cook Islands issued a wave of silver commemoratives through the early 1990s under licensing arrangements that had little to do with the islands themselves — the World Cup '94 series among them. The 1994 FIFA World Cup, held in the United States, was the first to use a 24-team format and drew the highest aggregate attendance of any World Cup to date, records that still hold.
KM#254 is one of dozens of near-identical issues from this licensing period, struck two years before the event it commemorates.
