Niue's early 1990s commemorative program was essentially a licensing operation — the island nation generated revenue by contracting its minting rights to produce collector coins with no relevance to Niuean history or economy. The 1991 FIFA World Cup series, struck for the Italia '90 tournament cycle, was one of dozens of such issues produced through third-party arrangements typical of Pacific island minting agreements of the period.

KM#59 is one of several Niue World Cup pieces from this run, most struck at the Pobjoy Mint in Surrey.
