Niue's early 1990s silver program was essentially a licensing operation — the island nation's coin-issuing authority contracted with outside mints and bullion dealers to produce collector pieces that would never see domestic circulation. The 1992 whale issue belongs to a wave of Pacific-themed environmental coins that flooded the numismatic market following the 1992 Rio Earth Summit, when "conservation coinage" became briefly fashionable among both issuers and collectors.
KM#74 was struck at the Pobjoy Mint in Surrey, which held several Pacific island minting contracts during this period.
