Issued under the Cook Islands' long-standing arrangement with New Zealand, which handles the territory's defence and foreign affairs while Canberra manages much of its financial infrastructure — an arrangement that has made Cook Islands an unusually productive source of commemorative silver for the collector market since the 1970s.
