Niue has operated as a prolific licensing hub for themed silver issues since the 1990s, leasing its sovereign issuing authority to foreign mints and distributors who handle design, production, and marketing almost entirely offshore. This piece is a product of that arrangement rather than any domestic monetary need — Niue's resident population sits below 2,000.
