The Maple Leaf bullion program, launched in 1979, made Canada the second nation after South Africa to issue a modern pure-metal bullion coin for international markets. This fractional $10 denomination is part of a later expansion into smaller silver bullion pieces aimed at price-sensitive investors who wanted exposure to .9999 fine silver without committing to a full one-ounce position. The Royal Canadian Mint's four-nines fineness standard was, at launch, the highest purity specification of any government-issued silver bullion coin in the world.
