Cook Islands has issued commemorative silver dollars under licensing agreements with major entertainment properties since the 1990s, and this piece falls squarely within that commercial program rather than any domestic monetary policy decision. The Little Mermaid licensing traces to Disney's 1989 film, itself adapted from Hans Christian Andersen's 1837 Danish tale — a story Andersen reportedly wrote as an allegory for unrequited love following his rejection by Edvard Collin.
